The following notes are set out as a guide to umpires involved in all matches controlled by Cricket Council (CC). They are to be used in conjunction with the Council Rules (CRs) as published in the Annual Fixtures Book and with the Laws of Cricket (2000 Code). Wherever CRs are contrary to the Laws, the CRs take precedence.

1. DUTIES BEFORE THE MATCH

1.1 ARRIVAL Arrive at the ground no later than 60 minutes before the scheduled starting time. Synchronize watches with your colleague and scorers.

1.2 TEAMS' LISTS (CR 3:5:8) Before the toss, both captains should have handed teams lists to you. If you have not received them before the toss, you and your colleague will need to ask for them from the captains.

NB The captains should exchange lists first, and then pass them on to you. Each captain should therefore give you the opposing team's list. If he gives you his own team's list, you will need to check that the opposing captain has seen the list. It is suggested that one umpire carries the lists in his pocket throughout the match.

1.3 START OF PLAY Five minutes before play is due to start, the umpires tell the captains the time and take the field. The umpires should have the match ball from the fielding team.

1.4 TIME LOST For calculation of overs, a calculator is an essential piece of equipment for the umpires.

2. DUTIES DURING THE MATCH

2.1 ALL MATCHES

  1. Dress
    (CR 3:7:1) There is an automatic fine for the club should any umpire report a player for improper dress. Umpires are not required to notify this report to the player, captain or club official. NB Players are not permitted to wear State coloured equipment, logos or clothing in CC fixtures.
    Footwear
    (CR 3:7:1) White or cream spiked shoes/boots, white socks. Grey cricket socks are allowed. The players shall be mentioned in the umpires' Match Report if their footwear does not have metal spikes. Manufacturer's logos are allowed.
    Trousers
    (CR 3:7:1) White or cream - long. Special ruling applies for Saturday morning competitions.
    Shirts
    (CR 3:7:1) White or cream - collar attached - long or short sleeved (not sleeveless).
    Jumpers
    (CR 3:7:1) White or cream with colours of the club.
    Helmet/Hat/Cap
    (CR 1:6:3) White or club colours. A register of club colours can be found in the Fixtures booklet, CR 1:6:3 & Appendix A of these notes.
  2. Grounds and Equipment
    (CR 2:16) This rule requires that:
    1. First Grade and Sunday League matches shall have a scoreboard in operation that is updated at the end of each over and also shall include the use of player nameplates.
    2. All grounds: Home Clubs are to provide:
      1. Bowlers' markers
      2. A suitable substance, approved by the ground authority, to facilitate play in the event of rain. No substance, approved or otherwise, is to be applied to the pitch surface between the two popping creases.
    3. rease marking materials are available for remarking of creases if required by the umpires. Notice of an infringement of this rule shall be made on the umpires' Match Report under the section headed Club Offences (CR 2:16:3:5). Clubs will be fined for each default should the umpires so report.
  3. Covers
    (CR 3:5:1:4) This rule applies to all four Grades, Sunday League and Colts. Umpires assume sole control 30 minutes prior to the SCHEDULED starting time and make all decisions regarding the use of covers from this time. The hessian need not be used for short duration interruptions. Both competing teams are responsible to assist with placing and removing covers during the day's play. Failure of any club to comply with this rule should be noted on the umpires' Match Report.
  4. Balls
    A new ball shall be used for the first innings of each team. In the second innings, the bowling side has the option of a new or good used ball. (CR 3:5:13) Kookaburra 4-Piece Regulation ball to be used in all Grades, Sunday League and Colts matches. Masters and Junior matches optional. NB A new ball is available to the fielding team after the completion of 80 overs in an innings. (CR 3:5:1:6)
  5. Sight-Screens
    (CR 2:16:3:4:) Where sight-screens are provided, it is the responsibility of the batting team to move the sight-screen if the batsman so desires.

3. PENNANT FIXTURES

3.1 PENNANT FIXTURES - TWO DAY MATCHES(CR 3:5:2)

  1. Follow on (CR 3:5:10). 100 runs.

  4. Field Drinks(CR 3:3:4)
    1. Once per session by mutual consent of the captains. The times should be clearly decided before play starts and should be midway through each session. The captains should be requested to have drinks ready at the boundary 5 minutes before the agreed times. Once agreed, the times cannot be varied unless both captains request a change.
    2. If a wicket falls within 5 minutes of an agreed time and, assuming drinks are ready, take them immediately.
    3. No team drinks if innings ends or an interruption occurs within 30 minutes of an agreed time.
    4. Extra drinks breaks can be taken in conditions of extreme heat at the discretion of umpires.
  5. Overs (CR 3:5:2) 1st/2nd Grades - 92 overs minimum 3rd/4th Grades - 85 overs minimum
  6. Allowances and Penalties - Overs (CR 3:5:2)
    1. Should the minimum number of overs not be bowled by the scheduled time for stumps to be drawn play shall continue until the required number of overs have been bowled. Furthermore, the bowling side shall be liable to a penalty of 0.25 points for every over not bowled by the scheduled time for stumps. NB Refer to (ii) below. Allowances must be taken into account when determining a penalty.
    2. Allowances to playing time shall be made, as follows: 2 minutes per wicket taken. 4 minutes for drinks breaks in excess of one per session.
    3. Should the commencement of play on either day be delayed, or there is an interruption to play on either day, in each case due to adverse conditions of ground, weather or light, the minimum number of overs to be bowled on that day shall be adjusted as follows:
      • 1st & 2nd Grades - by 1 over for each full 3.60 minutes of playing time lost.
      • 3rd & 4th Grades - by 1 over for each full 3.40 minutes of playing time lost.
      • FRACTIONS TO BE IGNORED. (See Appendix B for overs calculation.)
    4. In the event of a change of innings during a day's play, the playing time remaining from the commencement of the new innings shall be divided by 3.60 in the 1st & 2nd Grades, and 3.40 in 3rd & 4th Grades. In both cases FRACTIONS TO BE IGNORED in determining the minimum number of overs to be bowled in the time remaining on that day.
    5. In the event of the final minimum over of the first day's play being bowled after the scheduled time for stumps to be drawn and a wicket falls in that over, stumps shall be drawn immediately. The completion of the over on the second day will not count as one of the minimum to be bowled on that day.
    6. Should play on the first day of any round of a particular grade be entirely prevented due to the unfitness of the ground, weather or light, the following shall apply:
      1. 1st & 2nd Grades
        The round shall be played on the second day as a full day set of fixtures, pursuant to the conditions provided in rule 3:5:3.
      2. 3rd & 4th Grades
        The round shall be played on the second day as a one afternoon set of fixtures, pursuant to the conditions provided in rule 3:5:4. In every instance a toss taken on the first day shall be void and captains shall toss prior to the commencement of play on the second day.

3.2 PENNANT FIXTURES - FULL DAY MATCHES (CR 3:5:3)

  1. Follow-on (CR 3:5:10) 100 runs.
  2. Times (CR 3:3:1)
  3.   1st/2nd Grades
    Start 10.00 am
    Break 12.30 pm.
    Recommence 1.05 pm
    Change of Innings 2.10 pm or 360 balls
    Tea 4.00 pm
    Recommence 4.20 pm

  4. Field Drinks (CR 3:3:4) As for two day matches.
  5. Balls (Overs) (CR 3:5:3)
    1. 360 balls (60 overs) or 2.10 pm (the over in progress to be completed).
    2. The side bowling second must bowl the same number of balls as it received and play continues beyond 6.15 pm if necessary.
    3. If the side batting first is dismissed or voluntarily declares then the side batting second is entitled to at least 360 balls (60 overs), in which case play goes to 360 balls (60 overs) or 6.15 pm, whichever occurs last.
    4. Penalty points still apply, therefore umpires must note how many overs were completed at 2.10 pm and/or 6.15 pm if there is a shortfall.
  6. Reduction of Overs
    1. In the event of interruption due to ground, weather or light to the innings of the team batting first, the number of balls to be bowled shall be reduced by 6 balls in the first innings of each side for every 7.16 minutes or part thereof time lost. The change of innings time will be half the time lost added to 2.10 pm. For time lost in the innings of the team batting second the number of balls to be bowled shall be reduced by 6 balls for every 3.58 minutes or part thereof time lost. (3:5:3:xi)
    2. If time lost exceeds 60 minutes in the innings of the side batting first, ordinary conditions apply. Ordinary conditions means that a match will proceed without the batting side having to declare its innings closed and in keeping with the Laws of Cricket with the exception that Law 16.6 (Last hour of the match - number of overs) will not apply. When playing under ordinary conditions over limitations are removed. (CR 3:5:3:ix)
    3. Where the match is reduced in overs to each side (e.g. 55 overs) and side A is dismissed early, side B is to receive the reduced number of overs as a minimum (e.g. 55 overs).
    4. If the number of balls required to be bowled to the side batting second has not been bowled and its innings has not been completed and it has not scored an equal or greater number of runs than the side batting first, the result of the match shall be a draw. (CR 3:5:3:xii)

3.3 PENNANT FIXTURES - ONE AFTERNOON MATCHES: (CR 3:5:4)

  1. Follow-on (CR 3:5:10) 75 runs.
  2. Times (CR 3:3:2) 3rd/4th Grades Start 12.20 pm Change of Innings 3.10 pm or 270 balls Tea 3.10 pm Recommence 3.30 pm Stumps 6.20 pm
  3. Field Drinks (CR 3:3:4) As for two day matches.
  4. Balls (Overs) (CR 3:5:4)
    1. 270 balls (45 overs) or 3.10 pm (the over in progress to be completed). The side bowling second must bowl the same number of balls as it received and play continues beyond 6.20 pm if necessary.
    2. If the side batting first is dismissed or voluntarily declares then the side batting second is entitled to at least 270 balls (45 overs), in which case play goes to 270 balls (45 overs) or 6.20 pm., whichever occurs last.
    3. Penalty points still apply, therefore umpires must note how many overs were completed at 3.10 pm and/or 6.20 pm if there is any shortfall.
  5. Reduction of Overs (CR 3:5:4:x)
    1. If time lost exceeds 15 minutes in the innings of the side batting first, ordinary conditions apply. Ordinary conditions means that a match will proceed without the batting side having to declare its innings closed and in keeping with the Laws of Cricket with the exception that Law 16.6 (Last hour of the match - number of overs) will not apply. When playing under ordinary conditions over limitations are removed.
    2. Otherwise, for time lost, reduce the number of balls to be bowled by 6 balls for every 3.77 minutes or part thereof.
    3. See 3:2:5:d above if target overs not bowled to side batting second.

3.4 FURTHER THINGS TO OBSERVE DURING THE MATCH

  1. Custody of the Ball (CR 3:5:12)
    The captain of the fielding team is required to hand the ball to the umpires at the completion of an innings or a day's play. The ball is to be returned at the discretion of the umpires.
  2. Afternoon Tea (CR 3:3:5)
    Tea is only taken early if an innings ends within 10 minutes of prescribed time. Play should resume after 20 minutes have elapsed, i.e. no extra time for innings change. Tea otherwise is taken at the prescribed time.
  3. Lost Time and Delays (CR 3:5:8)
    The principle here is to make up lost time at the end of the same day if there is no fault, or at the option of the non-faulting side if fault is noted. Inform both captains and the scorers of the new times which are applicable. NB This rule does not apply to a one-afternoon match.
  4. Replacement Player (CR 2:40:4:1 & 3:5:8)
    A replacement player for a player selected in a State or National team and approved by the Pennant Cricket Committee may bat, provided the player being replaced has not been dismissed in that innings. He may also bowl.
  5. Over restrictions for under-age players(CR 3:5:19)

4. AFTER THE MATCH

4.1 UMPIRES' MATCH REPORTS (CR 3:6:1:1)

4.2 AWARDS (CR 3:6:1:2)

  • 1st Grade: Olly Cooley Medal
  • 2nd Grade: J P Robbins Medal
  • 3rd Grade: Albert Richings Medal
  • 4th Grade: Allan Mackley Medal

At the end of each 1st, 2nd, 3rd and 4th Grade match the umpires together will vote on the prescribed form, 3, 2, 1, for fairest and best players over the whole match. No votes to be cast if there is less than 5 hours of play for the match. Rules are available from Western Australian Cricket Umpires' Association (WACUA) Secretary.

4.3 RESULTS Read Law 21:8 (Correctness of Result).

4.4 REPORTING OF OFFICIALS OR PLAYERS (CR 3:6:1:3 & 3:6:2 & 3:7:3 & 3:7:4:2)
Reporting of any player or club official who abuses or threatens an umpire, a player or an official of an opposing club or behaves in a manner likely to bring discredit upon the game of cricket, on the day of the match, is referred to in these rules. It states that the person to be reported and his captain (or an official of the club) must be informed within 15 minutes of completion of that day's play of the alleged offence and your intention to lodge that report. CR 3:6:1:3 requires that notice of the complaint, together with details, shall be lodged with the CC Secretary within 72 hours of the close of play on that day.

4.5 REPORTING OF CLUBS/PLAYERS (CR 3:6:2 & 3:7:4)
Requires that clubs or players infringing CC rules regarding the conduct of matches, i.e. infringement against rules other than CR 3.7.3, shall be advised of the intention to lodge a report within 15 minutes of the close of play on THAT DAY.

  1. s complainant you are entitled to have a representative to present your case. Please contact umpires' advocate, Clem Gannon, on 93173868.
  2. You may call witnesses.
  3. Details of the offence do not have to be presented in writing prior to the hearing. All that you should put in writing is a statement on your umpires' Match Report. e.g.: "Joe Bloggs is reported under CR 3:7:3 or 3:6:2 for language, behaviour etc which we (the umpires) consider to have brought discredit upon the game of cricket."
  4. The WACUA constitution also requires that you advise the WACUA Secretary that such a report is being made.

5. SUNDAY LEAGUE AND COLTS MATCHES (Sun. League CR 4:3 to 4:5 & Colts CR 5.3 to 5.5)

Fielding restrictions
In the first 15 overs the exemption permitting an orthodox slip and/or leg slip fieldsman to field outside the 15 yard circle has been extended to include a gully and/or leg gully fieldsman.

APPENDIX D

WHEN RAIN STOPS PLAY...

DO stick together as a team at all times, and only answer questions after agreeing between yourselves on the answers.

DO inspect the pitch and ground regularly, and try to establish a schedule of inspection so that the captains know what you are doing at all times.

DO keep both captains fully informed at all times.

DO make firm decisions i.e. don't agree on a course of action, then change your minds later on.

DO make all inspections together.

DO think ahead, such as re-arranging intervals, so that the maximum playing time can be achieved.

DO everything possible to get the pitch and ground playable as soon as possible.

DO make maximum use of ground staff ? they know the ground and weather trends, and have access to drying equipment.

DON'T let others join you while inspecting the pitch and ground.

DON'T change your decisions once they are made.

DON'T let either captain sway you by getting you on your own and putting his/her point of view.

DON'T let anybody think you are not doing everything within your power to ensure the earliest possible start.

DON'T make any decision or statement without your partner present.

APPENDIX E

3.5.19 Over restrictions for Under-age Players

3.5.19.1 In this Rule 3.5.19:

  1. "Pace Bowler" means any bowler to whom, in the opinion of the Umpirer, the wicket-keeper would normally stand back, and "Pace Bowling" has a corresponding meaning:
  2. "Juniors' Match" includes any match involving Under-age Players (including finals) in ayn cometition controlled by the Club Cricket Council;
  3. "Seniors' Match" includes any pennant (including finals), Sunday League (incuding finals) and other matches in competitions controlled by the Club Cricket Council;
  4. "Slow Bowler" means any bowler to whom, in the opinion of the Umpires, the wicket-keeper would normally stand up to the wicket, and "Slow Bowling" has a corresponding meaning; and
  5. "Under-age Player" means any player who is under 19 years of age at the 1st of September.

3.5.19.2 This Rule applies to all Under-age Players playing in Juniors' Matches and/or Seniors' Matches.

3.5.19.3 A Player who is under 17 years of age as at the 1st of September:

  1. (a) must not bowl more than 16 overs of Pace Bowling in a day;
  2. (b) must not bowl a spell of more than 6 overs of Pace Bowling; and
  3. (c) must rest between spells of overs of Pace Bowling up to the 6-over maximum for a period of 30 minutes.

The rest time specified in the table above is the expiry of consecutive minutes. The calcuation of the rest periods may include the time taken for any break in play, for example, lunch, afternoon tea, Stoppage for weather or bade light, time between the end of a Juniors' Match and the start of a Seniors' Match.

A Bowler who has bowled a spell of less than 6 overs may resume bowling prior to the elapse of 30 minutes, but this will be considered a continuation of the same bowling spell, and the limit of 6 overs total in that spell shall still apply. Following the completion of the spell, the normal requirement for a break of 30 minutes shell apply; a break of less than 30 minutes between the two part-spells has no effect on the subsequent 30 consecutive minute break being required.

3.5.19.4 A player who is 17 years or older (Under-19) as at the 1st of September:

  1. (a) must not bowl more than 20 overs of Pace Bowling in a day;
  2. (b) must not bowl a spell of more than 8 overs of Pace Bowling; and
  3. (c) must rest between spells of overs of Pace Bowling up to the 8-over maximum for the time of 30 minutes.

The rest time specified in the table above is the expiry of consecutive minutes. The calculation of the rest periods may include the time taken for any break in play, for example, lunch, afternoon tea, stoppage for weather or bad light, time between the end of a Juniors' Match and the start of a Seniors' Match.

A Bowler who has bowled a spell of less than 8 overs may resume bowling prior to the elapse of 30 minutes, but this will be considerd a continuation of the same bowling spell and the limit of 8 total in that spell shall apply. 3.5.19.5 This Rule 3.5.19 does not apply to Slow Bowling. Accordingly,
