WACA GUIDELINES FOR
MAXIMUM NUMBER OF OVERS
IN A SPELL

Research has shown that over-bowling junior fast and medium pace bowlers does increase the possibility of serious injury (particularly spinal related injuries).

It is strongly recommended that Coaches, Managers, Players and Parents adhere to the following guidelines.

  • UNDER-13:
    Maximum of two, four over spells with a break of at least 30 minutes between spells.
  • UNDER-15:
    Maximum of two, six over spells with a break of at least 30 minutes between spells.
  • UNDER-17:
    Maximum of two, six over spells with a break of at least 30 minutes between spells.

7:1

COMPETITION ENTRY

  1. Each District Club, with the exception of the University Cricket Club, shall enter one team in each of the District Under 15 and District Under 17 competitions and may provide an additional team or teams from time to time as requested by the Cricket Council for the purpose of drawing fixtures.
  2. Nominations shall close with the Secretary in writing no later than 8pm on the day of the July meeting of the Council in each year.

7:3

HOURS OF PLAY

  1. Two day matches commence at 8.30am. Two five minute on-field drink breaks shall be taken at 9.35am and 10.45am or one 10 minute drink interval at 10.10am. Thirty-five minutes prior to the commencement of the senior grade matches captains of those grade sides may inspect the pitch for a maximum period of two minutes. Stumps drawn at 12 noon.
  2. One day matches commence at 8.30am with stumps being drawn at 12.10pm. Thirty-five minutes prior to the commencement of the senior grade match captains of those grade sides may inspect the pitch for a maximum period of two minutes.
  3. Semi-Finals and Finals shall be played in accordance with fixtures prescribed by the Pennant Cricket Committee.

7:4

AGE RESTRICTION

  1. Under Fifteen: This competition shall be restricted to players under 15 years of age, as at the end of August in the year the season commenced.
  2. Under Seventeen: This competition shall be restricted to players under 17 years of age, as at the end of August in the year the season commenced.
  3. Each team entered in this competition must be under the charge of a controlling officer who shall act as umpire for his team. Each controlling officer must be at least 18 years of age.

7:5

POINTS SYSTEM FOR 2004-2005
MATCH POINTS

Outright win if winning teams leads on first innings 16 points
Outright win where first innings a tie 11 points

First innings lead (these points to be retained if beaten outright) 6 points

Forfeit: points awarded to be the maximum points achieved by any team in the particular grade in that round
Drawn match: No points - except where more than a total of one hour scheduled playing time has been lost due to unfitness of the ground or light, which must be confirmed by the umpires 5 points each
For each run scored in both innings 0.01 point
For each wicket taken in both innings 0.20 point
  1. If two or more teams be equal on points their relative positions shall be determined by averages. For the purpose of ascertaining averages the following system shall be adopted. The batting averages for a team shall be obtained by dividing the total number of runs scored by the total number of wicket lost. The batting average against that team shall be obtained by dividing the total number of runs scored against it by the total number of wickets taken. The former shall be divided by that latter. The team having the higher averages quotient shall be considered to have the better performance. In an innings which has been completed ten wickets shall be considered as lost. In an innings declared closed whether compulsorily or voluntarily or uncompleted only the number of wickets which have actually fallen including a batsman retired but not a batsman retired hurt shall be considered as lost.

7:6

MATCH RULES AND CONDITIONS OF PLAY

7:6:1

  1. Teams declared in writing. Before tossing for choice of innings, the captains or an official of the teams engaged must declare in writing (by completing that portion of the match report or by provision of a team list) the names of the players comprising their teams, and then hand to the umpires. No player other than those named shall be allowed to play in the match. However, there shall be no restriction on the use of appropriately qualified substitute fieldsmen to replace any player who is required to leave the field of play for the purpose of participating in a senior WACA or district match or in other instances such as injury or illness, with the approval of the umpires and the opposing captain, which should not be unreasonably withheld.
  2. Size of team. A team shall consist of 12 players, only 11 of whom shall be allowed on the field at any one time. Only 11 players are allowed to bat.

7:6:2 Two Day Matches

7:6:2:1 Two day matches shall commence at 8.30am and cease at 12 noon.

Two five minute on-field drink breaks shall be taken at 9.35am and 10.45am or alternatively one 10 minute drink interval at 10.10am, subject to the agreement of both coaches.

Thirty five minutes prior to the commencement of the senior grade matches captains of those sides may inspect the wickets for a maximum period of two minutes.

7:6:2:2

  1. The side bowling first shall bowl 360 balls in the time allowed for play on the first day unless play is interrupted due to unfitness of the ground, wicket, weather or light for play, in which event the number of balls to be bowled shall be reduced by 6 balls for every 3 minutes or part thereof of playing time lost subject to sub-rule 7:6:2:6.
  2. On the first day, if the number of balls required to be bowled pursuant to this rule have not been bowled by the completion of the last over commenced before the time due for cessation of play on the first day, the team bowling first shall incur a penalty of the loss of 0.5 match points for every 6 balls remaining unbowled. Stumps shall be drawn on the completion of the over in progress.
  3. Where time lost cannot be made up, then the number of overs to be bowled will be reduced in accordance with rule 7:6:2:2(i) above, when such interruption occurs in the first innings of the side batting first. Where such interruption to the first innings of the side batting second occurs, rule 7:6:2:8 will apply.

7:6:2:3 The side batting first shall declare its innings closed upon the completion of the bowling of the balls required to be bowled pursuant to sub-rule (7:6:2:2) or upon the completion of the bowling of the last over bowled in the time allowed for play on the first day, whichever occurs first and stumps shall then be drawn.

7:6:2:4 If the side batting first is dismissed or voluntarily declares, play on that day shall continue until 12 noon and the overs bowled on that day shall be in addition to those required to be bowled pursuant to Rule 7:6:2:5 (ii).

7:6:2:5

  1. If the side batting first declares pursuant to sub-rule (7:6:2:3), it shall bowl to the side batting second in the time allowed for play on the second day the same number of balls as the side batting first received. On the second day, should the required number of balls not be bowled by the scheduled time for stumps to be drawn, play shall continue until the number of balls have been bowled PROVIDED that no delay is caused to the commencement of play in the following Grade Match. See 7:6:2:5 (iv) for penalty to be applied.
  2. If the side batting first is dismissed or voluntarily declares it shall bowl to the side batting second at least 360 balls in the time allowed for play on the second day and play shall continue until the expiration of the time allowed for play on the second day. On the second day, should the required number of balls not be bowled by the scheduled time for stumps to be drawn, play shall continue until the number of balls have been bowled PROVIDED that no delay is caused to the commencement of play in the following Grade Match. See 7:6:2:5 (iv) for penalty to be applied.
  3. For the purpose of this sub-rule only the number of balls required to be bowled pursuant to 7:6:2:5 (i) and (ii) shall be reduced by 6 balls for every 3 minutes or part thereof of playing time lost due to unfitness of the ground, wicket, weather or light subject to sub-rule 7:6:2:6. However, if the reduced number of balls have been bowled before the time designated for stumps to be drawn then play shall continue until completion of the bowling of the last over commenced in the time allowed for play, provided always that the number of balls bowled shall not exceed the number required to be bowled prior to the reduction.
  4. If the number of balls required to be bowled pursuant to sub-rules (i), (ii) and (iii) have not been bowled by the time due for cessation of play on the second day the team bowling second shall incur a penalty of the loss of 0.5 match points for every 6 balls remaining unbowled.

7:6:2:6 If the commencement of the match is delayed for more than 60 minutes or play in the course of the match is interrupted for an aggregate period of more than 60 minutes in each case due to circumstances for which neither side is responsible, the match thereafter shall be played under ordinary conditions.

7:6:2:7 If both sides have completed an innings the match shall continue under ordinary conditions.

7:6:2:8 Two day matches not played under ordinary conditions or otherwise decided shall be won by the side scoring the greater number of runs in its first innings irrespective of the number of wickets lost by either side provided that the side batting second has received the number of balls required to be bowled at the time scheduled to commence pursuant to sub-rule 7:6:2:4 and 7:6:2:5 (ii). If the number of balls required to be bowled to the side batting second has not been bowled and its innings has not been completed and it has not scored an equal or greater number of runs than the side batting first the result of the match shall be a draw.

7:6:2:9

  1. If play on the first day of any match is entirely prevented on that day due to unfitness of the ground, wicket, weather or light, the match shall be played on the second day as a one day match pursuant to the conditions provided in sub-rule 7:7 and a toss taken on the first day shall be void and captains shall toss prior to the commencement of play on the second day.
  2. If a match is rescheduled as a one day fixture (as per (i) above) and if due to unusual and exceptional circumstances on the second day play in some matches is again entirely prevented due to unfitness of the ground, wicket, weather or light, whilst play is commenced at some other grounds, each team, which has presented itself ready to play but has been unable to commence the match shall be awarded 5 points each as a drawn match in accordance with rule 7:5, ie more than 1 hour's scheduled playing time lost.

7:6:2:10 If a bowler be incapacitated due to injury or illness during an over and be unable to complete the over, the over shall be completed by another bowler before the bowling of a new over from the opposite end.

7:6:2:11 Each team entered in this competition must be under the charge of a controlling officer who shall act as umpire for his team. Each controlling officer must be at least 18 year of age.

7:6:2:12 Should a club have more than one team in either the District Under 17 or the District Under 15 competition, a player shall not be permitted to move from one team to the other after the second scheduled fixture of the season without the club first obtaining the approval of the Cricket Council Secretary.

The club shall make application to the Cricket Council Secretary prior to the commencement of the match concerned and shall include in the application a statement of the performances in that season of the player for whom the permit is sought, together with an explanation of the reason for such application.

An application may be made orally by the secretary of a club to the Cricket Council Secretary, but any oral application shall be confirmed in writing by the Wednesday after the completion of the match.

A player may be transferred from the District Under 17 to the District Under 15 competition at any time during the season without a permit being required.

A club failing to obtain permission commits an offence. If the offence is proved upon complaint to the Council, the club shall be liable to a fine and shall be deemed to have lost the match to the opposing club, all points obtained from the match to be deducted from the offending club.

7:6:2:13 No permit is required to transfer a player from a senior grade to participate in matches in the Saturday Morning Competition.

7:6:2:14 A player is ineligible to play in a semi-final or final match unless he has played three or more matches during the season for that team in the Saturday Morning competition or unless he has received the permission of the Cricket Council Secretary.

7:6:2:15 Rule 2:37:2 shall apply to players participating in this competition.

7:6:2:16 Square Leg Umpires. Where only one official Umpire is in attendance, the fielding side shall provide the square leg umpire.

Square leg umpires shall not direct players on the ground but can, through the fielding captain, nominate or direct certain moves but only between overs and should avoid any delay in play.

7:6:2:17 Interruptions to Play

  1. No coach, player, official or spectator will interrupt play by word or action.
  2. Any form of time wasting is unfair. If in the opinion of the umpire any player indulges in time wasting, the player and his captain will be warned, and the other umpire informed.
  3. Breaches of 7:6:2:17 (i) and (ii) are infringements and infringing coaches, players, officials, spectators, clubs or affilated associations are liable to a warning or fine.

7:7

ONE DAY MATCHES

One day matches shall commence at 8.30am and cease at 12.10pm.

Two five minute on-field drink breaks shall be taken at 9.20am and 11.15am.

Thirty five minutes prior to the commencement of the senior grade match, captains may inspect the wicket for a maximum period of two minutes.

The side batting first shall declare its innings closed upon the completion of the bowling of 180 balls or at 10.15am whichever occurs first. If the innings of the side batting first is completed by a compulsory declaration the side batting second shall bat for the bowling of the same number of balls as were bowled to the side batting first. If the innings of the side batting first is completed other than by a compulsory declaration the side batting second shall bat for the bowling of 180 balls or until 12.10pm whichever occurs last.

All other conditions of play appropriate to two day matches, unless otherwise amended, will apply to this rule.

7:8

FOLLOW ON

The side which bats first and leads by 75 runs in a two day match or by 50 runs in a one day match shall have the option of requiring the other side to follow on.

7:9

BOWLERS' RESTRICTIONS

7:9:1

  1. No bowler shall bowl more than 12 six-ball overs in the first 60 overs in any one innings.
  2. No bowler shall bowl more than 12 six-ball overs in any one day.
  3. In a delayed or interrupted match where the overs are reduced, no bowler my bowl more than one-fifth of the total overs allowed.
  4. Rule 7.9.1(ii) will not apply when the Semi-Finals and Final are played as Full-Day matches.
  5. In one-day games, no bowler may bowl more than one-fifth of the total overs to be bowled in an innings.

7:9:2 These restrictions are to apply to all bowlers other than genuine finger or wrist spin bowlers.

  1. No single spell of bowling shall exceed 6 overs.
  2. A break of at least 30 minutes must be taken between spells.
  3. A bowler who has bowled less than 6 overs may resume bowling prior to the completion of the mandatory break as defined above, but this will be considered an extension of the same spell, and the limit of overs in total for the spell will still apply. Following the completion of the spell, the normal break between spells will apply - the break between spells is disregarded.
  4. Should a bowler have completed less than 6 overs prior to having a break of a at least 30 minutes, then the overs commenced after this break will constitute the commencement of a new spell and are not considered as the continuation of the previous spell.

7:10

ATTIRE

It is expected that players will be dressed in normal cricket attire which generally can be taken as being white or cream shorts or long pants; white or cream shirts preferably with collars (if with logos, they should be approved); predominantly white shoes and socks; caps or hats to be white or club coloured; jumpers predominantly white.

7:11

IMPORTANT MESSAGE TO JCC TEAM MANAGERS

  1. Match Reports: Managers must submit a joint Match Report detailing the results of the match.

    The Report must be signed by an Umpire or an appropriate official of the home team at the conclusion of the match and faxed on 9221 1059, hand delivered or posted to the WACA, PO Box 6045, East Perth 6892 or provided in some other manner as approved by Cricket Council. A reply paid envelope will be provided.
  2. Please note: It is the responsibility of the "Home" Team Manager to provide the Report and ensure that it is despatched when completed. The Cricket Council rules provide for a fine of $50 for each default, in accordance with rule 3:8 which reads :-

    The club shall lodge with the Secretary not later than 10.00 am on the Wednesday after the completion of a set of fixtures a report on each match, including matches in the Saturday Morning Competition, in which the club participated in that set of fixtures. The Report shall be on such form or forms as prescribed by the Council. Any club failing to comply with this rule shall be guilty of an infringement and shall be fined the sum of fifty dollars for each default, and a further fine of ten dollars for every week that the report remains outstanding, unless the club shows to the Council that the infringement was due to circumstances over which the club had no control. If a club lodges a false or misleading report pursuant to this rule, it commits an offence. A complaint of an offence under this Rule may be made by the Cricket Council Secretary.

    Scores for newspapers - Please refer to Rule 3.5.23 for procedures.

7:12

AVERAGES

7:12:1 Within fourteen (14) days of the conclusion of the last Saturday morning fixture in each season, each Club Secretary shall forward to the Cricket Council Secretary a list of the season's averages for all teams of their club competing in the Saturday morning competition, and such list to show:

  1. Every batsman who has batted not less than 5 times, scored a minimum of 200 runs and has an average of 20 or over:-
    1. Number of Innings played.
    2. Number of times NOT OUT.
    3. Highest score.
    4. Total number of runs made during qualifying rounds.
    A batsman who retires owing to illness, injury or some other unavoidable cause and does not resume the innings shall be regarded as NOT OUT for the purpose of averages; and
  2. Every bowler who has taken 15 or more wickets:-
    1. Number of overs bowled.
    2. Number of maiden overs.
    3. Number of runs scored against such bowler.
    4. Number of wickets taken.
  3. These averages will be used for batting and bowling awards presented at the Junior Council Presentation Function held at the end of each season.

7:12:2 WACA Yearbook

In addition to the averages supplied in 7:12:1 (i) and (ii) each Club Secretary of the teams participating in Semi-finals and Finals shall include those performances in the total averages and submit to the Cricket Council Secretary for inclusion in the WACA yearbook no later than fourteen (14) days after the Grand Final.
